The second training workshop in the series of six similar workshops for domestic environmental experts called „Principles of Solid Waste Management Planning“ has been held in Prcanj, from 23 - 25th March 2004. Signing the Agreement between the Serbian and Montenegrian Government with the American Agency for Environmental Protection (US EPA), has resulted the realization of above mentioned workshop.

This workshop was organized by the American Embassy in Belgrade, The Regional Environmental Center for Central and Eastern Europe (REC) Country Office Serbia and Montenegro, Ministry for Protection of Natural Resources and Environment of Republic of Serbia and Ministry for Environmental Protection and Spatial Planning of Republic of Montenegro.

The goal of the workshop was to present the existing national environmental regulations, as well as projects and programs in the frame of solid waste management to the interested public and environmental experts. Also the American experts which conducted the workshop, presented the review of existing solid waste management system, as well as review of legislative and regulatory requirements.

One of the product of this seminar is the training manual as a base for training in principles of implementation of solid waste management plans. The text of the manual was prepared by the American Environmental Protection Agency (US EPA). This manual enables participants of the training to develop a unique approach to management of environmental problems, as well as to be educated for creation of certain conditions in the sphere of implementation of the above mentioned regulations.
