LEAP on the regional level

The succes that LEAP has been achieved in SEE, provides its status as a national strategy in environmental planning. LEAP takes an important place in the National Environmental Action Plans (NEAPs) of both Bosnia and Herzegovina and Serbia. In response to this, REC began working intensively with local communities in these countries, mostly through pilot projects designed to test the readiness and interest of local communities to use the process to actively address their environmental problems and move to a more participatory decision-making style in this sector. The cross-border LEAP offered the local communities possibility to apply for grant funds to implement a priority environmental action in the area that belongs to one of the most underdeveloped regions in Serbia. Four municipalities have the same goals:

  • LEAP formalization in four municipalities, with proper political and technical support

  • LEAP provides a forum for cooperation, data exchange and coordinated environmental planning amongst cross-border communities during the project implementation

  • Developing a "living" operational document which can take a local community from a state of ongoing crisis management towards more strategic environmental protection management, even helping communities to move towards compliance with national and EU environmental standards.

  • Developing cross-border cooperation in post-conflict areas through implementation of the LEAP

  • The project final report will serve as a dissemination tool for use in other communities.
