Promotion of Networks and Exchanges in the Countries of South Eastern Europe
Project component: Protection of Skadar Lake


At the beginning of 2001, the relevant ministries of Montenegro and Albania signed a Memorandum of Understanding in order to protection one of the most important ecosystems in South Eastern Europe – the Skadar Lake basin. The Memorandum established an institutional framework for mobilizing the capacities of the Regional Environmental Center (REC) in order to establish cross-border cooperation in what had become one of the most turbulent regions in Europe by the end of the twentieth century.

Within the framework of the Stability Pact, the REC Offices in Serbia and Montenegro and Albania, with project offices in Podgorica and Shkoder, started implementing project REReP 4.3.23 - «Promotion of Networks and Exchanges in the countries of South Eastern Europe» under the Regional Environmental Reconstruction Program.

The project supported the establishment of institutions which did not previously exist. This involved building legal frameworks, the status of protected areas, management mechanisms, etc. Particular attention was given to enabling non-governmental organizations to influence development – an important link in the chain of protection and preservation of the lake.

Project Goals:

  • Promotion of cooperation in management and protection of transboundary protected area of Skadar Lake

  • Afirmation of transboundary networks and exchanges between local institutions and people interested in involvement in the process of management of shared resources;

  • Capacity building of local key stakeholders in the protection of Skadar Lake;

  • Promotion of Technical support and networking at the regional level;

  • Cooperation with educational institutions (primary and secondary school children from Albania and Montenegro) and

  • Creating of Database about Skadar Lake biodiversity as a base for future joint activities.


  • Activities:
    From the beginning of Project and opening of project offices in Podgorica (Montenegro) and Shkoder (Albania), the following activities have been implemented:
  • Joint Meetings “Let’s involve all interested parties”;

  • Unique Bibliography of works about Skadar Lake;

  • Report about risks and potentials of Skadar Lake;

  • Potpisivanje Memoranduma o saradnji izmedu predstavnika Ministarstava zaštite životne sredine Crne Gore i Albanije, sa posebnim akcentom na Skadarsko jezero, kao prekogranicnom regionu od izuzetnog znacaja za obe zemlje;

  • Creating of Database about Skadar Lake biodiversity as a base for future joint activities, with the list of conservation status of the species;

  • Programs of financial support to non-governmental organisations (local and regional) ;

  • Technical support to National Park Guardian Service (terrain equipment, terrain vehicle);

  • Training about planning in protection of transboundary region;

  • Workshop “Vision and its achievement”;

  • Activities with educational institutions (lectures, literar contests, Lake outing and picnics, questionnaires for Primary School children, cleaning actions at the lake etc);

  • Publishing activities;

  • Forum for Skadar Lake.
