LEAP in Backa Topola, Becej and Kikinda
Activities

At the following pages you can see the schedule of all current and future activities that will be conducted in the frame of the Project:

  • Task 1. Inception Phase (Getting Started)
Initiation of the LEAP processes in three municipalities. Project is focused on setting preconditions for successful development of LEAP documents (providing logistics, engagement of the LEAP coordinators, forming of relevant LEAP stakeholders' groups and preliminary involvement of wide public in the process)
  • Task 2. Assessing Environmental Issues and Setting Priorities
Key phase in the process. It lays ground for long term investments and action in solving environmental problems at local level. It consists of several methodologically crucial stages: Environmental assessment, problem ranking and setting of the priorities for action.
  • Task 3. Developing an Environmental Action Plan
Concretization of the prioritized problems with described action toward solving them is main characteristic of the process at this stage. It includes developed activity plans and procedures. At the end of this phase action plans will be adopted by local assemblies.
  • Task 4. Financing Priority Actions
According set priorities and developed action plans, REC and local authorities will jointly invest in solving selected problems in three municipalities. Scope of the action is directly linked to the previous planning processes and available funds.
  • Task 5. Monitoring and Evaluating Results
Monitoring and evaluation will be continuously realized through the implementation of the Project
  • Task 6. Identifying potential follow-up tools and their utilization
One of the results of this Project will be enhancing sustainability of actions taken by municipalities in the environmental sector. Taking into account that the Project will last for 30 months it is expected that the funding opportunities for local communities/municipalities will become more readily available. This is contingent to the process of successful accession to different funding programs (PHARE, LIFE, etc.) of the State Union Serbia and Montenegro as well as the process of efficient decentralization to be continued in the state that is expected to create more favorable environment for municipalities to act independently in regards to managing their resources.
  • Task 7. Provide regional coordination and cooperation
Organization of Western Balkans LEAP Conferences aiming to enhance cross Border cooperation, sharing of best practices and lessons learned.
