The Project aims to build capacities of local communities
to address environmental issues through a bottom-up approach in regards
to public participation and environmental decision-making.
Following points are of special relevance:
REC CO SM is fully aware of contemporary principles and practices in
the EU that we will have to build upon, yielding a project that is tailored
for the country and the region taking into account economic, social and
cultural issues so that it has a long-term (sustainable) future;
Recognizing the requirements stipulated in the Law on the System of
Environmental Protection and principles of the Aarhus Convention, REC
CO SM will work transparently to seek public input and public involvement
in decision making and particularly prioritization of environmental issues;
Developing LEAPs will enhance processes of decentralization in Serbia.
Our team will work to secure broad professional and public support and
participation for the development of the Local Environmental Action Plans
and their implementation in selected municipalities.
Regional component of the Project will ensure knowledge and information
sharing between stakeholders involved in implementation of similar projects
in the region;
Our activities will go hand in hand with other relevant activities/initiatives
in the country and the region in the sense these complimentary actions
will facilitate continuous flow of information and experiences in order
to avoid potential overlapping.
This project also aims to improve transparency, efficiency,
and quality of environmental decision-making and services, to build
capacities and empower local communities to soundly and sustainably
address their environmental problems and represents further spreading
the idea of using LEAPs as a powerful tool for local communities to
address their environmental issues. Interest shown from a large number
of local communities/municipalities for presenting and initiating LEAP
is the main incentive given to REC CO SM to propose this further follow
up of these and other related activities.
Main project goals are the following:
Finalizing three LEAPs;
Capacity building of local stakeholders for advancement of efficiency
and quality of environmental decision-making also taking into account
gender equality principles;
Training of relevant stakeholders for direct participation in designing
and implementation of LEAPs in local communities;
Promotion activities and informing interested public on importance of
coordinated action in addressing major environmental problems through
local action plans;
Promotion of positive practices on designing and implementation of LEAPs.
Strengthening the role of NGOs as important partners in community planning,
problem solving and decision-making processes;
Direct informing municipalities of LEAP process and scanning their interest
for designing and conducting LEAPs in their communities;
Implementation of priority local environmental projects.
