Introduction

Project is designed to enhance and encourage processes in Serbia and Montenegro for an effective greenhouse response and in efforts of limiting greenhouse gas emissions in view to meeting country’s international commitments.

The development of the Framework National Strategy and Action Plan will be guided by the following principles:

  • country’s need to have a response strategy tailored to address particular national interests and circumstances;
  • the need to integrate greenhouse considerations with other government commitments;
  • recognition of the importance of partnership between government, industry and community in elivering an effective greenhouse response;
  • need for research support of the action etc.

Objectives

The scope of the Project is to describe and analyze the main procedures and the requirements for developing a Framework National Strategy for response to greenhouse gas problem. Framework National Strategy (NFS) will be the basic mechanism through which the international commitments of Serbia and Montenegro will be met. The NFS and related NFS Implementation Action Plan should be developed through a comprehensive intersectoral consultation process.

The final aim of the Project is to apply the above procedures to the specific circumstances of Serbia and Montenegro with the outcome defined as a set of general sectoral plans comprising the Framework National Strategy.

NFS and the related National Action Plan will serve as a sound basis for further work on the First National Communication within UNFCCC, a process that has been started in Serbia and Montenegro only formally and is planned to be implemented by the UNDP. Findings of this Project and documents to be developed will be incorporated in the First National Communication. Two public events envisaged to be held within this project will raise the profile of the issue in Serbia and Montenegro and potentially speed-up the work on the First National Communication.

Activities

  • Extensive intersectoral consultations aiming at gathering the existing inputs from the sectoral strategies
  • First Consultative Meeting on cross-sectoral issues of relevance for NFS and NFS prioritizing exercise
  • Experts’ review of sector strategies and suggestions for their further improvement in order to comply with the objectives of the UNFCCC/Kyoto Protocol
  • Cross-sectoral review of the amended strategies
  • Compilation of the NFS document
  • Development of a National Action Plan
  • Round-up workshop presenting the NFS and the Action Plan
  • Publishing of the National Framework Strategy

Results

The main output of the Project would be the Framework National Strategy Document. The NFS document should provide the strategic framework for an effective greenhouse response and for meeting current and future international commitments of Serbia and Montenegro. It will provide a fresh impetus for action by governments of Serbia and Montenegro, stakeholder groups and broader community and set directions for the action in the coming future.

In order to ensure that the greenhouse response of Serbia and Montenegro remains fully integrated and consistent, the NFS will be subject to periodic comprehensive review.

The further developments of the NFS will be supported by research in the opportunities and constraints related to greenhouse policy.

Special attention will be paid on well informed public and increased public awareness on these issues.

Developed Strategy will be delivered to the Governmental stakeholders for further official approval process and will be submitted to JSF to be distributed further to other potential Japanese counterparts.
