The REC has developed a methodology for assessing legislative,
policy and institutional frameworks at the national level with respect
to sustainable development obligations or principles. The pilot project
for development of the "diagnostic audit" was the second stage
of the Tisza River Basin Sustainable Development Programme.
With the financial and technical support of UNDP, the REC project team
performed a diagnostic audit for five Tisza countries using sustainable
water management principles
as a reference point. This topic area is a cross-programme topic area
with the participation of various experts and programmes within the organisation.
During 2005 the diagnostic audit methodology will be applied for seven
countries that are signatories to the Carpathians
Convention in order to evaluate their preparedness to meet Convention
obligations from a legal, policy and institutional perspectives. |
